New law brings ‘Blue Envelope’ program to NH: Support for drivers with autism and PTSD starts 2026
CONCORD – Gov. Ayotte signed HB 140 into law, establishing a voluntary “blue envelope” program designed to support drivers with autism spectrum disorders and trauma or stressor-related disorders during interactions with law enforcement. The bill’s prime sponsor, Rep. Jodi Newell (D-Keene), released the following statement:
“It’s official–New Hampshire is joining our neighboring states in launching the Blue Envelope program. This initiative is designed to improve communication between law enforcement and drivers who may experience heightened stress in these situations. Unlike other states, New Hampshire is expanding the program to include not only individuals with autism spectrum disorders, but also those with trauma and stressor-related disorders.
If you or someone you love could benefit from this program, blue envelopes will be available at local DMVs beginning Jan. 1, 2026.
