To the Editor:

This is an open letter to Sen. Jeanne Shaheen.

Are you aware that in front of Congress last week, Deputy Chief Information Officer of the Centers for Medicare and Medicaid Services, Henry Chao, said, “The back office systems, the accounting systems, the payment systems, they still need to be (built), 70 percent of the whole system?”

Update: Health and Human Services official says numbers are actually reversed, 30 percent to 40 percent of the site still needs to be built.

Whatever the number, in three years, they have built little more than half the website yet, this debacle is still set to be mandatory on the first of this year, just 40 days away!
